Kawase blur effect

This is a faster version of the traditional "Blur" effect. It's recommended that you use this one rather than the "Gaussian" blur effect.

Blur sets the strength of the blur and Quality how smooth the result looks (higher values are smoother but more expensive to render). The Pixelize X/Pixelize Y settings can stretch the blur horizontally or vertically to create a directional, motion-like blur.

A common use is to blur a background layer while a menu or pause screen is shown on top, keeping the foreground UI sharp.
